Australian Support For Pacific HIV Action...
The Australian Support for Pacific HIV Action (ASPHA) is an Australian Government-funded initiative supporting Pacific countries to strengthen and expand their response to HIV.
ASPHA is implemented through three complementary and interlinked streams – the National Systems stream, led by ASHM Health, the Community Stream, led by Health Equity Matters, and the Commodity Stream, led by UNDP.
The Community Stream is delivered through a consortium of partners, including the Pacific Sexual and Gender Diversity Network (PSGDN), Fiji Women’s Rights Movement, the Pacific Conference of Churches and the Burnet Institute.
ASPHA places Pacific communities at the centre of the response, supporting community-led prevention, testing, treatment and care while strengthening national health systems and regional collaboration. The program responds to the growing HIV crisis in the Pacific, particularly in Fiji, where HIV infections have risen sharply in recent years. ASPHA works alongside community organisations, governments and technical partners to build sustainable, locally led responses that improve health outcomes across the region.
Main objectives of the ASPHA Community Stream

Strengthen community-led HIV prevention, testing, treatment and care services across the Pacific.

Build the capacity and sustainability of Pacific civil society and community organisations.

Improve coordination between communities, governments, health services and development partners.

Support regional learning, collaboration and knowledge exchange to strengthen HIV responses across Pacific Island countries.

The Pacific region is experiencing a significant rise in HIV infection, with Fiji at the centre of a rapidly evolving public health challenge.
In response, ASPHA brings together Australian and Pacific organisations to support a coordinated, community-led HIV response.
Health Equity Matters leads the Community Stream of ASPHA, a consortium which includes the Pacific Sexual and Gender Diversity Network (PSGDN), Fiji Women’s Rights Movement, the Pacific Conference of Churches and the Burnet Institute. The Community Stream also includes a number of other implementing partner organisations, who are linked below. Through capacity strengthening, health promotion, peer-led services and community mobilisation, the program supports organisations that are best placed to reach affected communities.
The Community Stream of ASPHA, led by Health Equity Matters, combines community leadership with technical and clinical expertise through ASPHA’s other two streams – led by ASHM Health and the United Nations Development Program (UNDP), who contribute specialised support in areas such as clinical workforce development, public health, health systems strengthening, commodities and supply chain management.
By strengthening both community and health system responses, ASPHA aims to reduce new HV infections, improve access to prevention and treatment services, and build long-term resilience across the Pacific.
