Sri Lanka’s community-led HIV response has been bolstered through the introduction of an impactful new training course. Officially launched in April 2026, the National Vocational Qualification (NVQ) course will enhance the skills and knowledge of outreach and social workers who are supporting key populations affected by HIV and STIs.

The NVQ course is a nationally accredited training and certification program developed through Global Fund-supported programming with the Family Planning Association of Sri Lanka and national partners. It is significant in that it is the first, formal recognised pathway for outreach workers delivering HIV and STI services in Sri Lanka. Health Equity Matters’ SKPA-2 program was proud to have played a collaborative role in bringing this training to life.

Sri Lanka’s community-led outreach has traditionally seen an informal approach. The NVQ course aims to professionalise and standardise outreach. It covers core competencies including prevention, testing, linkage to care and community-based service delivery. It integrates both theoretical knowledge and hands-on training, ensuring that participants can effectively plan, implement and monitor HIV and STI interventions within community settings.
Crucially, the course places an emphasis on supporting stronger linkage to key services including HIV testing, treatment and prevention (including PrEP). Participants will also come away with the ability to provide basic counselling and support for people with HIV.

Beyond having an impact for key populations impacted by HIV and other STIs, the course provides a career pathway for the HIV workforce in Sri Lanka. This will empower a new generation of health professionals and contribute to the long-term sustainability and integration of community-led approaches in Sri Lanka’s HIV response.
